Independent consultant, retired from the World Bank, with over 35 years of experience as Economist and Country Manager. The main focus of his work has been public policy issues, with emphasis on structural adjustment, institutional and governance issues, public expenditures and monitoring and evaluation of programs and projects based on results. He has worked on Latin America, the Caribbean and Central America, Africa, Asia and Europe.
He also writes on international and US politics and, occasionally, literary essays and poems.
